Costain appointed to Dover Harbour Board Project Contractors Framework

Costain, the infrastructure solutions company, has been appointed by Dover Harbour Board to deliver vital utilities upgrades under its new Project Contractors Framework, supporting long‑term resilience in UK international trade and travel.

The framework will commission a wide range of civil, building and utilities works to enable capital improvement projects across the Port of Dover. These projects underpin Dover Harbour Board’s 2050 Masterplan, which aims to expand port capacity, strengthen economic resilience and drive job creation and skills development at both local and national levels.

Valued at up to £235m and running for six years, the framework is divided into four lots. Costain has been selected for Lot 1 – Utilities, where it will be responsible for refurbishing and replacing critical utilities distribution systems across the port estate. The works will focus on enhancing asset performance, increasing resilience and embedding decarbonisation into the port’s infrastructure.

Drawing on its experience in highly regulated environments, Costain will apply expertise from the transportation, water, energy and defence sectors to deliver safe, efficient and future‑ready solutions.

Jonathan Willcock, Managing Director for Transportation at Costain, said: “This award is testament to our strategy of positioning the business in growth markets where long‑term investment is being made to meet critical national needs.

“We’re excited to play a key role in maintaining Dover’s status as a leading global maritime hub. Upgrading the port’s utilities infrastructure will strengthen resilience in the UK’s international trade capability, while creating prosperity at both local and national levels.”

Chris Hughes, Business Transformation Director at the Port of Dover, added: “Costain’s appointment reflects its technical expertise and strong track record in delivering complex infrastructure projects. Our investment in critical utilities upgrades will strengthen resilience for UK international trade and support economic growth. We look forward to working closely with Costain to deliver these projects safely, efficiently and to the highest standards.”
