Costain secures place on £4.29bn Pagabo civil engineering framework

Costain has been appointed to Pagabo’s National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, securing a position as a Lot 1 Collaborative Partner for England and Wales.

The appointment marks the beginning of a new relationship between the infrastructure specialist and procurement organisation Pagabo, creating an additional route for public and private sector clients to access Costain’s consultancy, engineering and project delivery expertise.

The framework, which has an estimated value of £4.29bn, will run for four years until 2030 and is designed to connect public sector bodies and private organisations with contractors capable of delivering major civil engineering, infrastructure and enabling works projects.

Costain is one of only three suppliers selected for the Lot 1 Collaborative Partners category, covering England and Wales. Through the framework, the company will support customers through the entire project lifecycle, from early-stage development and strategic planning through to design, construction and delivery.

The appointment spans a broad range of infrastructure sectors, including rail, road, aviation, water, energy, defence and civil nuclear. Costain said its integrated advisory, engineering and delivery approach will help customers improve project outcomes, manage risk and enhance constructability from the earliest stages of development.

With more than 160 years of experience delivering complex infrastructure projects, Costain believes its cross-sector expertise will help clients develop and deliver schemes more efficiently while generating long-term economic, social and environmental value.

The framework award strengthens Costain’s position in the UK infrastructure market and provides public sector organisations with streamlined access to the company’s capabilities as investment in transport, energy, water and other essential infrastructure continues across England and Wales.
